That's a text error in the warning...should indicate box 14.
(Last year it was box 12....the "a" just refers to the first line of state entries)
Some states require a value in box 16 even if it is empty on your paper 1099-R. NY has been particular touchy about this. Assuming that you are sure the value in box 14 is OK.....then for your tax return, in box 16, there needs to be a value greater than box 14. This should usually be the value that is in box 2a, or the federally-taxable amount of box 1 if 2a is empty or undetermined.
My NC software automatically back-fills the value into box 16 as I go thru the interview, but the state attached to yours may not.
I generated the error in the Desktop software...don't know if it also happens in the Online interview

Thank you very much. I tried to resolve this with an online chat with turbotax rep., and the person could not figure it out. Not blaming the person, because NYState has very confusing tax laws. Still, this issue should be corrected by turbotax software people.
Anyway, your answer fixed everything!
