How much you can deduct for your attorneys fees depends on how much of your lump sum SSDI benefits end up being taxable once you enter everything into your tax return. Yes, Line 16, takes you to a Worksheet (Schedule A, Lines 16). Works sheet has lines 29 thru 38 for "Federal and State Use". Still don't see a line number for "Legal Fees".
According to the TurboTax interview, legal fees are no longer deductible (starting in 2018). Even in the past, they were only a misc itemized deduction, subject to the 2% of AGI threshold. All "2% deductions" were eliminated under the new tax law.

I'm trying to find the answer to the same question. IRS Publication 529 (Rev 12/2019) states the following:
There is no mention of the "special circumstances" for Social Security Disability referenced in the TurboTax On Demand Help. It looks to me like this section in TurboTax has not been properly updated to reflect the 2018 tax law changes. It would help to know the source of their information, but I don't know how we can find that.
Because of the tax law change in 2018, legal fees for any manner are not deductible. I am not aware of any special circumstances that mentions the contrary.
While the line is there for the other deductions it wont apply to your federal taxes but might help your state return :(
