There are two parts to the question. Since you are allowed to contribute to 2019 either in 2019 or until July 2020, the program is asking did you actually contribute for 2019 in 2019 or in 2020. There can sometimes be a confusion if you contribute at tax time, which year you intend to make the contribution for.
