If you are under age 59 1/2, the distribution from the retirement plans and IRAs is considered as an early withdrawal. Generally, you will pay both regular tax plus an additional 10% penalty of your entire distribution unless you met certain criteria. Due to the CARES Act, if your retirement distribution is related the Covid-19, you will not be liable for this additional penalty. You will still pay the normal taxes like your wages and income. I’m also having the same problem. I keep getting the continuous loop and won’t let me e-file for NY no matter what I do.
To be clear, this is what it looks like. I hit continue, it brings me to Smart Review where it brings me here again. There is nothing to fill out or input.

I keep getting this same error. It tells me I need to enter a number greater than 0 from 1099-R line 9a. I don't have anything in that box

Zero is not allowed. The box must be blank.
(Box 9a is only used if the box 1 amount was split between 2 or more payees and tells you what your share is. A "0" (zero) would indicate that the 1099-R is reporting your share of nothing, which would be nonsense.)
Some payers insist on putting zero in the box to indicate that it is not used, when they should leave it blank according to the 1099-R form rules. TurboTax follows the rules and complains if it is zero.Zero is not allowed. The box must be blank.

I am getting the following message. How long do I have to wait?

Welcome to the club. We’ve been waiting days. Definitely a New York Michigan and Hawaï issue thus far.
I'm in MD and I get the COVID questions for my 401k withdrawal but not for my Roth withdrawal.
I received distribution from deferred compensation in Hawaii due to COVID. I elected to pay tax on it for 3 years with the federal. However, the State of Hawaii did not adopt the federal provisions for COVID related distributions. So when I'm doing my taxes, it asks "Enter the nontaxable portion of the pension distribution you received". What does this mean? Does Hawaii tax deferred comp? On 1099-R, it shows an amount on line 16, state distribution, but nothing in state tax withheld. Do I need to enter ENTIRE amount from line 16, 1099-R as nontaxable? If anyone can assist me, I'd really appreciate it. Thank you!
