It depends on the reason for the excess social security tax paid. If it is due to changing jobs and between the two jobs you exceeded the Social Security wage base, you will receive the excess as a credit on your tax return. If the reason for excess Social Security tax being paid is due to a single employer withholding too much, you have to get the employer to rectify the the situation and issue you a refund.
