Could be that your tax is figured on a worksheet other than the tax table.
According to the IRS:
“Schedule D Tax Worksheet. Use the Schedule D Tax Worksheet in the Instructions for Schedule D to figure the amount to enter on Form 1040 or 1040-SR, line 16, if:
• You have to file Schedule D, and line 18 or 19 of Schedule D is more than zero; or
• You have to file Form 4952 and you have an amount on line 4g, even if you don’t need to file Schedule D.”
You can look at the "Qual Div?Cap Gn" worksheet in your documents or, if using Desktop, in FORMS Mode.
I also have same issue. ScheduleD Tax worksheet is calculating tax on line 47 , but it is not getting to line 16 on 1040. I think there is a programing error

Thank you I reviewed your token. The $0 tax is correct since you had the Foreign Earned Income Exclusion. Line 47 of the Schedule D Tax Worksheet is carried over to the Foreign Earned Income Tax Worksheet 4c. Then line 6 is entered on Form 1040, line 16 ($0).
