You must include form 8283 if your non-cash donations are more than $500. Turbotax will include this form automatically.
For non-cash donations over $5000, you may be required to obtain the signature of a financially responsible official from the charity, and the signature of a licensed appraiser, on a paper copy of form 8283, that you mail to the IRS after e-filing the rest of your return. Because your donations are less than $5000, turbotax will not tell you to print the form and collect signatures, but the required form will be created electronically automatically.

Correct. If you print your return before filing or check the PDF, you should find that Turbotax has automatically included it.

Enter your donations in turbotax. If form 8283 is required (based on the number or value of non-cash donations), turbotax will automatically create it. If you have donations that require signatures, print your tax return in Turbotax and mail or express the form to the people who will sign it. You can e-file your tax return, and then mail the signed original 8283 to the IRS with a separate cover letter after e-filing (Turbotax will print the special cover letter too.)
