The * next to line 13 indicates that the amount was calculated using the Taxable IRA Distribution Worksheet per IRS Pub. 590-B. It should state this on your Form 8606 and this is correct.

I am having exactly the same issue with you. line 8 is blank while the line 16 is correct. How did you solve the issue? I think whatever on line 16 should also be on line 8, right?
@MK100 , this was already answered above. Because you have nondeductible traditional IRA contributions and traditional IRA distributions in the same year, TurboTax is doing the calculation on TurboTax's version of Worksheet 1-1 of IRS Pub 590-B and therefore only populating the lines on Form 8606 that are to be populated when the worksheet is being used.
@dmertz Thank you! Are you saying it's ok that line 6-12 are blank?
There is a note provided by TurboTax at the bottom of your Form 8606 Part I that indicates that the worksheet was used to calculate the nontaxable amount. The instructions for Worksheet 1-1 in Pub 590-B indicate that lines 6 through 12 of Form 8606 are to be left blank when this worksheet is used.
