It's not the federal government but it's the state that you live in that is requiring that box 16 be filled. The states are double checking that they are getting their fair share.....lol Only if withholding for state taxes is in box 14 and a state is in 15 that they are requiring now that box 16 is filled. Use the number from box 2a, if no number is there use the number from box 1.
I am not a professional but after lots of research this seems to be the best response. This is what I did when I filled and I just received my state refund.
I have the same problem. my 1099-R does not havw a box 16. I need to file my taxes NOW not whenever you get around to fixing this issue. is there another work around? Can I just put $0.00 in the turbotax box?
Anything in box 14? If not then leave boxes 14, 15 & 16 blank, no spaces. If you have withholding in box 14 then enter the same amount as in box 2a. If box 2a is blank use the amount from box 1.

I have been researching this for awhile, its new, and everyone has the same issue H.R Block, etc.
I recommend staying here with the best. Insert in box 16 what you have in box 1 if you have something in box 14 and 15.

Turbo tax posted late yesterday that they have resolved the issue and the software has been updated.
Are you online or using a CD?
I have not had any resolution. The latest update did not have a fix. The only resolution I continue to see is that others say to put in numbers from box 1 or 2a. I am not comfortable doing that.
Same here. I received email stating the issue was fixed, so I deleted the 1099-R, rebooted TT, ran updater, and re-inserted my 1099-R details, but I still was blocked by TT at Box 16. So frustrating.
Of note: I received a reply from the State of OHIO Taxation about this, and they indicated "I am not sure why they are requiring the State Distribution" (the "they" being Turbo Tax.) Also, my payer/issuer of the 1099-R reviewed my information and insists my1099-R is correct with Box 14 populated and Box 16 blank.
Ohio's response sounds correct. I believe only a few states require box 16 but as a result all states must fill box 16 if state withholding is in box 14. I recommend just inserting what is in box 1 into box 16.....it's what I did and my state has already gave me my refund.
