Question about Federal Review Section, Retirement Plan at Work

I'm doing my 2023 Taxes, on the Federal Review section.

A screen says: "Is Joe covered by a retirement plan at work?"

My question: Is that question asking: "Were you covered in 2023?"...OR is it asking: "Are you currently covered (ie: in 2024)?"

I was covered in 2023, but I'm not covered now (retired).

My response makes a significant difference in our refund.

The question only refers to 2023.
