Although I know my federal SALT deductions are capped at $10,000, DC allows a full SALT deductions and I cannot figure out how to do so.

Normally the program will do this for you.
Be sure to enter everything through the interview: Federal > Deductions and Credits. They should then carryover to state as applicable.
