Box 14 on my 1099-R is blank but Turbo Tax automatically fills in the information (taxable income) when going through the questions. is this correct?

Yes, it is correct and TurboTax will use the Federal amount and transfer it.  Then you need to make sure you answer the questions that follow as some States tax 1099R's different than other depending on what type they are (for example military retirement, public pension, etc).

No issue.  Only the State cares about anything in boxes 12-14 and the state only cares about the box 12 amount that is applies to your state tax return.
