No block 16 on 1099-R

State taxes were withheld from my 1099-R which has no Block 16.  TurboTax will not let me enter a state tax withheld unless I fill in an amount in "Block 16" in TurboTax.   There is an amount of $0.0 in the following unnumbered block, but TurboTax will not allow me to put in an amount less than the amount withheld.

What now?

Enter in box 16 the same amount that is shown box 1 of the Form 1099-R.
