My wife received unemployment in 2020 and withheld taxes on each check. She didn't get a 1099-G form & NY tax dept says she has no amount to report. Why? Do we report it?

My wife received unemployment in 2020 and withheld taxes on each check. She didn't get a 1099-G form & NY tax dept says she has no amount to report. Why? Do we report it?

She received unemployment comp form NYS, or from a special employer plan? Did he work in a different state?
