There is no Payer ID for a SSA1099. You are trying to enter it in the wrong place.
Go to Federal> Wages & Income>>Retirement Plans and Social Security (SSA1099 and 1099RRB) to enter your SSA1099.
You do not need a TIN for a SSA-1099. Form SSA-1099 is not entered with other Forms 1099, instead there is a separate entry section for them. To navigate to the Social Security section, type "SSA-1099" in Search and then click on "Jump to ssa-1099".
