My mom only gets social security but she won $1,000 on a lottery ticket. Does she still needs to file 2019 taxes for that money she won?

If Social Security benefits are the Only income she receives then the $1,000 would not make any of the benefits taxable so there is no need to report the winnings.

$1,000 is below the income level that triggers a requirement to file.
