Turbo tax says the exempt Louisiana employees' retirement income distribution amount is missing from box 16 of Form 1099-R or a zero has been entered, what do I need to do?

If the box 16 on your Form 1099-R is either blank or has a 0, then enter the amount from box 1 into box 16 so that you can continue without errors.
