Is anyone else seeing that form 5695 isn't reflecting the new 30% credits that should be in effect for 2023 per the IRA?

It is not using the new $2000 limit for the heat pump category or $1200 for insulation category and is capping us at $500 for both instead.

Everyone is seeing that. The energy credits section of TurboTax is not yet ready for filing because it has not yet been updated for 2023. Form 5695 is tentatively expected to be available February 7. (That date could change.) Try entering the credit again after February 7.
