Sometimes the information the IRS has on it's records is incorrect or an e-filed tax return is not accepted by the IRS no matter what you do.

Then how IRS can fix a wrong social security number?

If your return rejected because of a name-SSN mismatch then the IRS cannot "fix"it. The IRS SSN database comes from the Social Security Administration. Contact the SSA to verify that your SS information is correct..
However, even if the IRS database has an error, there is no way to fix it so you can only file on paper this year.
