My wife and I have two PTC Cust Rollover IRA account where the advisory fees were $4,745 and $3,125. Can I used these as Investment Expenses or IRA Custodial Fees?

Only if you paid the fees with money outside the IRA accounts. Like if they sent you a bill and you paid it from another account. If it came out of the IRA accounts you can not deduct it.
