If you receive a check from SCANA (electric utility) with reason of "TAX Cuts and jobs act credit". Does this need to be reported on income tax return?

Probably not, only if you had a deduction for it in the first place, such as a home office or on a rental property.

Only your employer's W-2 and 1099 are reported on your tax return.
