I invested $25,000 with a medical research group in 2015. So far there is NO profit to declare. Can I use this investment as a "loss" and if so, how much per year?

Unfortunately, you will not be able to take a loss on this investment until the company is sold or dissolved. Investment losses are reported only when "realized" - another word for finalized.
