Leave the box for 9a blank (empty) if your form 1099-R has 0.00 entered. You may have to delete hidden characters in 9a if the form was imported. Put your cursor in 9a and hit the delete button several times to remove any hidden characters.
If the program still requires you to enter something in the 9a box, then delete the 1099-R and re-enter manually.
