I had my state tax payment withdrawn from my checking account and they haven't withdrew the monies yet is this normal

Sure is! This time of year, with millions of returns pouring in, debits frequently occur after the deadline.

As long as you submitted your return before the deadline, you're OK, even if you don't get debited until tomorrow or after.
