Form NYC-1127 is only applicable to non-resident employees of the city of the New York. Most New York City employees living outside of the 5 boroughs (hired on or after January 4, 1973) must file Form NYC-1127. This form calculates the City Waiver liability, which is the amount due as if the filer was a resident of NYC.

I have the same problem: I retired and moved out of NYS (long island) in 2023. 2024 Turbo tax calculated NYC tax due of about $2000.00 just because i received a 2024 NYC w2 due to a small lump sum payment made in 2024. I used to always get an NYC refund for the 1127 money withheld while I was an active employee.
Review your New York IT-203, Lines 45-46. There's a factor applied to the NY tax calculated on your AGI transferred from your Federal return, based on your residency in NY.
