Please try checking and unchecking the boxes in 2b and see if you can continue.
If the first box in 2b "Taxable amount not determined" is checked, the payer was unable to determine the taxable amount and box 2a should be blank, except for an IRA. TurboTax will help to determine the taxable amount.
If the second box in 2b "Total distribution" is checked, the distribution was a total distribution that closed out your account.
If that 1099-R carried over from last year...but empty...then you may have other boxes on the form that the software requires you to be checked...then Un-checked (if not really needed).

To clear all similar issues (many boxes colored yellowish).
1) Scroll to the bottom of the page and click on <Back>
2) Then on the prior page, click on <Continue>
That should clear everything up and you can use just the boxes you actually need to make entries on.
