Having a similar issue - it is as if TT is trying to make the pension untaxable. Until then, we are caught in an endless loop.
I think I figured it out - if you go back into the MA return and DO NOT put the zero in the 'non-taxable portion' box (leave it empty), I was subsequently able to e-file. Any number in this box negates your ability to efile - apparently even 0
Certain types of pensions are not taxed in Massachusetts. TurboTax may be asking if you need to make an adjustment to the Pension Income you entered in your Federal return.
If your pension is not taxable in Massachusetts, enter the amount that is excluded in Massachusetts. If this does not apply to you, go back to your original 1099-R entry and review that section.

this was easier
Thank you, thank you for the solution! I spent 40 minutes trying to figure it out and I was close to giving up and mailing the tax return. I deleted the zero value and left it blank.
