Form 1099-R box 13: State is WA and what s the State no that TurboTax looks for?

Form 1099-R box 13 required State/Payer's state no. My form only indicated State = WA but with no state no. However, turbo tax insists to input the State 1 payer number before continue the tax verification. What is the State number for WA that turbo tax looking for? Need help ASAP?

For a non-income taxing state...just leave boxes 12,13,14 entirely empty on the 1099-R software form.
