It is a SSA-1099 and is entered in the Social Security section, not the 1099-R section.
Even though the questions for the 1099R seems to ask about disability, it is not the correct place for you to answer yes for general Social Security disability payments as reported on a SSA 1099-OP1 (not related to retirement funds or so it appears to me). Later in the section you will get a question about social security which will be the correct place to input your SSA-1099-OP1. Once I got to the later question about social security and answered yes, I was able to input my information correctly as it was directly related to the SSA-1099-OP1 form I received from Social Security regarding disability payments.
