Employer Wrote Info in box 20

I reside in upstate NY, however employer wrote NYLOC in box 20 and nothing in box 19. They won't correct it and said I had already paid those taxes. What should I do?

I assume Turbotax is flagging an error because you have something in box 20 but no dollar amount in box 19?  If you have no local tax withheld in box 19, just leave boxes 18-20 blank on the W-2.
