Boxes 15, 16 and 17 are only used if your 1099-INT had state income tax withholding on that 1099-INT.
It's pretty rare, and since WA doesn't have an income tax, there will be nothing in box 17...so boxes 15, 16, 17 should be left blank.
Or explain further...is it "Really" a 1099-INT you are talking about ?

Yes, it really is a form 1099-INT I'm talking about. I see the logic in your answer, but the form itself has "WA" listed in box 15 and "$0.00" in box 17, in the "Details of Form 1099-INT".
However, in the "Summary of Form 1099-INT", it just has asterisks "**" in box 15 and in box 17.
So shouldn't the turbotax software allow for me to enter the details of the form, the way they are on the form? I think I can enter "$0.00" in box 17 in the turbotax software, it seems to be allowed. However, If my form shows "WA" in box 15 the details, shouldn't the turbotax software have that option for me to select? Shouldn't the software conform to what the actual tax document is really contains?

One more thing. The turbotax software, in the boxes 15 through 17 section, says to leave the boxes blank if empty on the form. But in the details of the form 1099-INT, box 15 isn't blank. It says "WA", so I should be enabled by the software to select "WA" to fill the box. The software even pre-filled box 17 with "$0.00", but I can't select "WA" in box 15. Can someone from turbotax please fix this bug?
Sounds like a very strange situation..and since you actually have zero's in box 17, I'd just empty the entire line and make it all blank for that line.
......unless you have actual further details for those asterisks that might change things somehow, but I can't think of any situation myself for you to do so.....maybe interest received by a Business entity, but not for a personal tax return.
Thanks for taking the time to respond, SteamTrain. I just feel it's a bug, because the software should enable users to select the state that's actually listed on their forms. I think it really should include "WA" as an option for box 15.
Do turbotax employees respond to questions posted on this forum during weekdays? Perhaps that can resolve this issue.
WA doesn't do a darn thing with that since it doesn't have an income tax...so I really doubt it's critical, and with a zero in box 17, you should leave the whole line blank no matter what state was involved.
There are some...they'd likely tell you the same thing...or call TTX Customer Support and see if they'll issue a bug report:
