Does form 7202T apply to people who are unemployed and have received unemployment benefits and have a 1099?

It depends. It comes down to the question why you are unemployed and if you are one of the eligible self employed persons.  Click here: Who must file Form 7202

If you are a self employed person ( If you receive a 1099-MISC, very likely IRS would consider you as a self employed) and if you were not able to work or telework due to reasons related to the coronavirus, you are eligible for this Sick Leave and Family Leave credits.
