No. The IRS rounds amounts less than 50 cents down to zero.
It is really your choice.
It does no harm to report it as received. It will be rounded to $0 and will then match what the IRS received.
However, this may cause a check this entry error since it is -0-. In that case, you could return to the 1099-R Summary and select the trash can icon next to the 1099-R entry to delete it.
