Yes, You would file your 2016 SSA-1099 on your 2016 tax return. You would not wait to file it next year.  It is best to file forms in the tax year that is printed on the form.  For example, 2015 tax forms are to be filed on the 2015 tax return and 2016 tax forms are to be filed with the 2016 tax return.
