Where do you input information for 1099-G for an offset

the 1099 information was an offset for taxes that I owed. I have paid them off completely. this is not a refund., more like a deduction.

Follow the instructions below to enter this information:

• In TurboTax, open your tax return
• Click on Federal in the left-hand column,
• Choose Deductions & Credits on top of the screen
• Scroll down to All tax breaks, locate the section named Estimates and Other Taxes Paid and click Show more
• Click on Start next to Other Taxes Paid 
• Scroll Down to Other Income Taxes Paid in 2017
