It depends assuming you are referring to filing for an exception to the 10% penalty for a 2019 early withdrawal from an IRA, not a RMD, for which you received a 2019 Form 1099-R. According to the availability links below, you could e-file while including Form 5329.

@KathrynG3 - The poster asked about a waiver of the penalty.
About the only reason for a waiver is because of a 2019 RMD that was missed and taken in 2020. TurboTax does have that as part of the 1099-R interview, however, if no IRA distribution was taken in 2019 and there is no 2019 1099-R to enter, then it is not possible to get to the 1099-R interview for the 5329 form. The only way to submit such a 5329 without a 1099-R it to manually prepare it and attach to to a mailed tax return if using TurboTax online.
It is possible to e-file such a 5329 but only by using the forms mode using the desktop version of TurboTax. This has been that way for years.
