Form 1099-NEC is only to be used for Self-Employed individuals.
Self-Employed Taxpayers file Schedule C as part of their Federal return.
If you do not have Schedule C started, the program is wondering what the 1099-NEC is reporting.

Typically a 1099-NEC is issued for a taxpayer who performed a service for the payer but was not an employee of the payer. That generally means the payee/taxpayer is self-employed and the income should be reported on a Schedule C.
