Texas does not have an inheritance tax.
If this is a cash inheritance, not from a retirement account, then you do not report the inheritance on a federal tax return.

This link provides a good summary regarding the PA Inheritance Tax: https://www.montcopa.org/284/Inheritance-Tax-for-Pennsylvania-Residen
Since it appears that your brother was a resident of PA at the time of his death, a PA Inheritance Tax return is due 9 months following his death. It is generally the responsibility of the estate's executor or administrator to file the return and pay the tax from the estate's resources. The executor is also responsible to file the deceased last federal and state income tax returns.
Do NOT confuse the PA Inheritance Tax return with any federal or PA income tax return requirements. TurboTax does not have a product for completing the PA Inheritance Tax return.
