1099-R box 16

Fox 16 on my 1099R is blank, but the TurboTax application will not allow it to be blank or $0 and move forward with filing. What should I do?

Anything in box 14? If not then leave boxes 14, 15 & 16 blank, no spaces. If you have withholding in box 14 then enter the same amount as in box 1even if box 16 is zero.
