I am an OK resident stationed in CO. My wife is an OK resident as well and earns income in CO. Does OK tax her CO income?

Yes, if she is living with you in Colorado she has the same state tax privileges as you so you both file as Oklahoma state residents and report the income even though she earned it in Colorado. She does not have to file in Colorado as a nonresident unless she had Colorado tax withheld.
