I work at a company where I contribute to a company offered 403b. My wife works but does not have a company 401k or 403b. Can we both contribute to an IRA? Are there contribution limits? I don't want to over contribute and get hit with a penalty.

This should answer your questions. It will give limits etc. Page 13 has a table that lists limits if you or your spouse have a retirement plan with an employer. Be sure to keep reading though and not rely solely on Table 1-2
