It's not clear if this is for a state or local tax return, however you should be able to add the company name dividing it into first name and last name, then enter the phone number for the company who owns your apartment.

I myself would just enter Avesta Housing as the first/last name, along with the phone number I call for rent issues. Otherwise, if you look up the property owner on the property tax appraiser's website, more than likely that record will have on it a contact name of a human at least, and "maybe" even a phone number. But I doubt it on the phone number. Overall, I seriously doubt the IRS (or state, since this is for a state tax return) is ever going to have need to actually call the owner on the phone. Typically for tax matters, communications are dealt with in the hard copy written form, so as to have a paper trail of such communications if the need should arise for it.
