Is a Taxable Grant the same as a State Tax Refund?

Entering State Refund 1099-G and do not have an option for What type of Payment Did you Receive?  What should go here?

No, they are not the same thing even though they are both reported on Form 1099-G.

The state tax refund is an amount that you receive after filing your state tax return.  It may be treated differently on your current year return than a taxable grant would be.

Be sure to read the TurboTax input screens carefully so that each type of income is reported in the right place in your return.

This doesn't help me. The step by step for state tax refunds doesn't show 'tax refunds' as an option. It defaults to grants, which it isn't.
