If i did not earn any income on this, and actually lost in stocks, do i have to declare stocks invetsments? sincethere was no revenue of at least 10usd there was no 1099

You didn't clarify if you sold your stocks. You don't have to report gains or losses on stocks until they are sold and you don't need report the income under $10 if that your only income. 

 

If you sold your stocks for a loss, you need to file a return to report capital losses. You can carry the losses forward to future years. Also report any income even if you didn't receive a 1099 form.
