You didn't clarify if you sold your stocks. You don't have to report gains or losses on stocks until they are sold and you don't need report the income under $10 if that your only income.
If you sold your stocks for a loss, you need to file a return to report capital losses. You can carry the losses forward to future years. Also report any income even if you didn't receive a 1099 form.
