I pay the mortgage payment on a house that is not in my name on the deed or statements. I know I can not claim the mortgage deduction/property tax deduction. My question concerns the possibility of claiming rent on my state taxes in Michigan. If I do claim it as renting will the third party (owner of the mortgage) have to claim the "rent" as income?

No, if you claim it as rent on your return, the other party has to claim it as rental income on their return.
