Are hunting/fishing lodging membership organizations considered vacation rentals? The membership includes a certain amount of stays at the lodge.

No, the hunting/fishing lodges are not likely to qualify for vacation rentals, mostly because you would have a difficult time meeting the Material Participation requirements.  (See Material participation tests.)
