How do I fill out line 10 of form 3800

Im trying to do my taxes but it keeps asking me for this about my parents.

Is this Federal form 3800 "General Business Credit". Line 10 is Foreign Tax Credit. Is that what you're looking for?

This is what I am getting:

"Enter the parent's tax from Form 540, line 31. Form 540NR filers: use the

Line 10 Smart Worksheet above. Do not include any tax from FTB 3803"

I still do not understand what it is asking me. Thanks again.
