Forgot to report loss in previous year tax return

I forgot to report loss in tax return from last year. Can I report it as a loss carryover to this year? Can I also report this loss amount to California Capital Loss Carryover?

You must amend the 2022 return to report the loss and any unused amount can be carried to the 2023 return.
