I am going to check on this issue and get an official response, but I do not believe the activation servers are configured to remove a license from a user's computer and release it for use on a different machine.
If you are having an activation issue, you should contact Support (link below) during regular business hours.
Once you install and activate TurboTax on a computer, you cannot "reclaim" that installation, even if you no longer have the computer. If you are having trouble activating your software, and you have not used all 5 of your activations, please contact support during regular business hours or via Facebook or Twitter.
